The I. V. Leaguers - Ring Chimes

The I. V. Leaguers do not have a Wikipedia page, but I did find a reference to them on the Buckeye Beat website. They were from Portsmouth, Ohio.

"Ring Chimes" was written by their lead singer, Howard "Bud" Stockham. I could only manage to listen to 53 seconds of this before I had to hit Pause - the percussion sounded like someone rapping on a table, there was a lead guitar that played annoying single notes, and I found the vocals a bit irritating.

The group recorded one other single, "Told By The Stars", in 1959. They appear to have disbanded in 1960. One of their members, Bob Destocki, went on to work on soundtracks for movies, including "Fast Times At Ridgemont High".
