This is more or less a standard mid-1960s pop song by a female singer - but, if it sounds a little odd, this is because Sylvie Vartan (born 1944) had an extensive career singing in French. This was her attempt to break into the North American market by singing in English, which is clearly a language that she does not speak that well. (Her discography on Wikipedia does not include this.)
Ms. Vartan was born in Bulgaria; her family moved to Paris when she was eight. She started recording singles in 1961; her first single, "La panne d'essence", recorded with Frankie Jordan, was an unexpected hit. (It's also insufferably cute.) Later that year, she released "Est-ce que tu le sais?", a French-language version of Ray Charles' "What'd I Say?", in which she shows off some impressive dance moves, and I don't think it's possible to do a bad version of this song.
During the 1960s, she had a number of hit singles in French, including a French-language version of "The Loco-Motion" that is a lot of fun, though the sequence in this video where she is doing the Twist in front of the man tied to the railway tracks is deeply weird.
"I Made My Choice" reached #18 in Toronto but did not reach the Billboard Hot 100, so her attempt to cross over to the North American market unfortunately did not succeed. Ms. Vartan resumed her French-language career after that, having hits into the late 1970s and continuing to record albums, producing a total of 35 albums in her career so far. She last released an album in 2021.
